**Provisional Appointment**
GENERAL DEFINITION This is specialized property management, lease administration, and concession business development work managing real estate assets at both Philadelphia International Airport and Northeast Philadelphia Airport and directs the negotiation, tenant leasing, property valuation, awarding of concessions, and enforcement of contractual obligations with operators for use of facilities and services. Work involves analysis of existing agreements and evaluation of alternative revenue generation programs. Employees in this class participate in research and evaluation of economic factors affecting airport revenue generating programs and preparation of revenue projections for proposed programs. Coordinating with airline representatives, airport tenants and concessionaires, aviation officials, attorneys, consultants, representatives of other public agencies, and other external partners is an important aspect of the work. Work is performed under the direction of an administrative superior at the executive level with responsibility for Property Management and Business Development. All Assignments Prepares, and directs the negotiation and preparation of leases, licenses, contracts, and specifications to provide services and facilities at the municipal airports; confers with tenants, concessionaires, airline representatives, attorneys, Capital Development Group, Finance, Facilities Maintenance, Operations staff and others on terms, conditions, and responsibilities of leases and contracts including such things as inclusion of easement, types of insurance coverage, maintenance services, environmental obligations, capital investment, design standards, permit applications, construction schedules, appropriate rental rates, and profit sharing arrangements. Develops list of potential concession bidders; formulates recommendations regarding the feasibility of proposed concessions; studies economic programs of other airports for possible application; reviews, investigates, and makes recommendations with respect to bidders prior to their selection for the award of concession contracts. Directs employees engaged in research, contract drafting, and clerical aspects of the work; trains and supports staff in new real estate development processes; serves on committees for national aviation industry groups and professional associations. Directs the administration of records and files on all available space, tenants, insurance certificates, and all leases and contracts both expired and in effect. Provides the accounting department with information necessary for the computation of anticipated revenues and the preparation of invoices. Directs the preparation of minority and female-owned business and contract reports. Researches and develops market trends within the industry and identifies means of implementing those trends at the airports. Serves on committees for national aviation industry groups and professional associations. Performs related work as required. Property Management Assignment Plans, directs, and coordinates the department’s Property Management Program including ongoing leasing, real estate development, design, construction, inspection, and maintenance activities; acts as a property management liaison to officials, airlines, concessions, private tenants, construction project managers, renovation and facilities maintenance ; directs the periodic vacant space inventory to survey and document condition, square footage, and cost of rental; works with engineers to develop plot plans of lease areas; evaluates space planning and usage. Business Development Assignment (Concessions) Plans, directs, and coordinates the Business Development Program including ongoing leasing, sales analysis, operational compliance activities for airport concessions including food/beverage, retail, advertising, Wi-Fi, and other commercial activities; acts as a business development liaison to officials, airlines, concessions, and private tenants, project managers, and contacts for contracts; coordinates initiatives to attract, solicit, and evaluate business opportunities; acts as a managerial liaison to corporate partners providing services to Department of Aviation passengers and business operators. Knowledge Of REQUIRED KNOWLEDGE, SKILLS, AND ABILITIESMINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statements represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Education Completion of a bachelor's degree program from an accredited college or university. NOTE: Additional experience or industry relevant certification may substitute for the degree requirement on a year-for-year basis. AND General Experience Three years of airport property management experience or commercial real estate development, receivership, property, asset, or portfolio management. AND Specific Experience Three years of advanced performance level or four years of full performance level experience in airport property management which has included negotiating leases or commercial real estate development, receivership, property, asset, or portfolio management. NOTE: Completion of a master’s degree in business administration, real estate development, economics, or a closely related field may substitute for one year of general experience. NOTE: Completion of the examination for Certified Member of the American Association of Airport Executives (AAAE) may substitute for one year of specific experience. OR Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included the specific experience described above. Physical And Medical Requirements Ability to physically perform the duties and to work in the environmental conditions required of a position in this class. LICENSES, REGISTRATIONS, AND/OR CERTIFICATES Possession of a valid proper class motor vehicle operator’s license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as an Airport Properties Manager, if required by work assignment. Must be able to pass and maintain SIDA (Security Identification Display Area) and AOA (Airfield Operations Area) clearance.
