The Department of Child Support Services (DCSS) is looking for a passionate leader to join our team and serve as Chief Technology Officer (CTO) within the Technology Services Division (TSD) of DCSS.
About this role:
The CTO provides oversight and leadership in critical areas of technology administration, including day-to-day management; staffing development and allocation for system changes; and service, development, delivery, and deployment in the process, policies, and procedures of the TSD System Development Lifecycle. The CTO manages TSD operations to improve cost effectiveness, service quality, and IT operational effectiveness.

California DCSS is the state agency responsible for leading and managing California’s Child Support Program, which operates under Title IV-D of the federal Social Security Act. In partnership with the federal government and 47 local child support agencies, DCSS provides strategic direction, policy guidance, and operational support to ensure consistent, high-quality services statewide. While counties handle day-to-day interactions with families—such as establishing parentage, setting and enforcing support orders, and collecting payments—the state department plays a central role in aligning local efforts with federal requirements, driving innovation, and promoting accountability across the program.

DCSS is a diverse, family-friendly organization. The headquarters office is in Rancho Cordova, convenient to Highway 50, with free parking, close to restaurants and shopping. The facility consists of a standard office workspace, within a 2-story building, and may require sitting for extended periods of time while using a personal computer, reviewing documents, and attending meetings. This position requires travel. The work environment is fast paced and requires the incumbent to be flexible, use good time management practices, and effectively identify priorities to complete assignments in a timely manner.
This position is eligible for a hybrid work schedule and requires employees to work two days, each week, on-site at our headquarters office in Rancho Cordova, CA; however, changes to the hybrid/telework program are at the department's discretion. All employees may be required to report in person to the Rancho Cordova headquarters and/or off-site events or locations, as determined by management.
